This has a character "Hartmann", so is possibly an extract from E. Douglas Fawcett's novel Hartmann the Anarchist, or, The Doom of the Great City. The information in the Worlds Apart is not more specific, other than stating the piece "must, judging by other dates, have been written before 1892" and "turned up in a junk shop". (Hartmann the Anarchist is stated to be 1893 by various sources, however.)
