While the notice "copyright George A. Pflaum" does appear along with Eric St. Clair's first two stories in F&SF, there is every reason to think that it was because those stories had previously appeared in a Pflaum publication (George A. Pflaum was the name of a publisher). There is no reason to think that Eric St. Clair and George A. Pflaum were the same person. For a bit of info about the publisher, see this link.
