This image is in the public domain because: The portriat, published before 1914 by an artist now dead for more than 90 years, is clearly PD under US law. This picture is PD in the US under Bridgeman vs Corel because as a faithful copy of the original 2D artwork it does not have the originality for separate copyright. Even if the original photograph were under copyright, this much reduced copy would reasonably qualify as Fair Use when used on the ISFDB. Note that in other countries, particularly in the UK, this image may be subject to copyright. Reusers should take care.
