From the back cover of Destinies, Nov/Dec 1978:

"Welcome to the future - welcome to Destinies

YOU are about to embark on a wholly new concept in the publication of
science fiction: the very first issue of the very first PAPERBACK
    science fiction magazine.

In this and succeeding issues of DESTINIES you will find the best in
CURRENT science fiction - stories of profound insight and High
Adventure by such renowned authors as ... and virtually all the
other contemporary writers who have made - and are making - science
fiction what it is ... and what it will become. These are the writers
who give shape and substance to our dreams - and it is from our
dreams that the future itself takes form.

But it is not just great fiction that will make up the pages of
DESTINIES; this is the magazine of science fiction and SPECULATIVE
FACT. In it you will find something even scarcer than solid
exciting science fiction: non-fiction for the science fiction reader
    - Speculative Fact, if you will."

Destinies was published in standard paperback format for 11 issues between 1978 and 1981. There was a subsequent series of anthologies, also edited by James Baen, entitled "New Destinies".
