Tracking relationship of magazine cover art to interior story
The short answer to your question is "Yes, we are tracking this information to the best of our ability, although many older magazine records do not have this data yet". For example, compare and contrast the recently updated Imagination, February 1951 record and our much older record for Amazing Stories Quarterly, Spring-Summer 1933. Hopefully, all of our magazine records will be eventually upgraded to our current standards, but it may take a while. We have a few editors who are working almost exclusively on magazines and I will repost your question on the Community Portal in case they have other thoughts on the subject.
As far as tables of contents go, please keep in mind that TOC data is not always reliable. Misspelled words, incorrect page numbers, missing articles, even missing words -- and in extreme cases missing stories -- abound, so we go by what the title page of each individual story says and then document any discrepancies vis a vis the TOC in the Notes field. It was even worse during the pulp era -- see the Notes field in our Dynamic Science Stories, Apr/May 1939 record for a particularly egregious example.
