Baen Books published "The Fire Rose" and DAW Books has published the remaining books in the series. As part of this, DAW came up the "Elemental Masters" series name and has numbered them starting with "The Serpent's Shadow". Thus, although "The Fire Rose" was published first, it's not a part of the main numbered sequence.
