The introductory essay "Our Tales" closes "Donegal, Old Lammas Day, 1900" (that is, 1900-08-01).
All 10 stories were published in US newspapers during summer 1900, perhaps offered to all McClure Syndicate newspapers.
The Washington Post published all 10 on page 27, Sundays 1900-07-16 to -09-15, with illustrations by Gustave Verbeek signed "Verbeek".
The illustrations are some but not all of those in the 1900 collection (3rd printing, 1901, viewed at HathiTrust).
The Atlanta Constitution published at least 4 of them (no others found during 1900 by automated search "seumas macmanus"); those four all on matching Sundays, with illustrations by Verbeek.
Between those two newspapers there are some differences in story titles and in illustrations selected.
