According to http://eidolon.net/homesite.html?author=coutts_brisbane , "The Dominant Factor" was indeed published as by Reid Whitley in ''Red Mag.'' #100, 1/6/1913 and reprinted in "Denizens of Other Worlds" in 1984, but there is no indication that it is the same story as "The Law of the Universe".
