Synopsis: Twenty-One years after winning the second war for their independence, the former Earth colony planet of Maxis struggles with keeping order amid its populace. Citizens are no longer satisfied with life in the massive base cities and begin leaving those confines to explore the great untapped frontier. The Maxis government, torn between the desires of its citizens and what is best for the young civilization as a whole, outlaw the unauthorized exodus and establish a new office to enforce the policy. In an effort to gain public and political support for the measure, President Michael State appoints the planet's greatest war hero, Jeffrey Blades to lead the new group.
