It is possible that this is a translation of Asimov's introduction to Robert Silverberg's novella ''Nightwings''. The introduction first appeared in the anthology "The Hugo Winners, Volume Two". The anthology collected all 1967-1969 short fiction works which were given the Hugo award in 1968-1970.
