Synopsis: In an alternate reality where Quebec's 1981 referendum voted for separation from Canada, the Canadian negotiator in the treaty talks partitioning Canada's assets is confronted with a strange request from the Quebec team regarding Canada's telecommunications satellites, existing and planned.
