Lovecraft ≠ Eddy

While your note may be 100% correct, the submission doesn't seem to follow the note. If Lovecraft never used Eddy as a pseudonym then that relationship should be broken. If stories attributed solely to Lovecraft were indeed written by Eddy, then the submission would make sense. But your note says that material credited to both authors is incorrect, that Eddy alone should have the credit. That doesn't justify a pseudonym relationship. Most scholars agree that at least four of the stories credited to C. M. Eddy, Jr. were either written by H. P. Lovecraft based on Eddy's original ideas or drafts, or revised by Lovecraft: "The Loved Dead", "The Ghost-Eater", "Ashes", and "Deaf, Dumb, and Blind". Another collaborative effort "The Cancer of Superstition" was ghost-written for Houdini, but unfinished when the magician died and fragments were published first in the 1966 anthology The Dark Brotherhood and Other Pieces. (Three of the other collaborations were published in this anthology also, all credited to C. M. Eddy, Jr. and they also appear in the Arkham House collection of Lovecraft's ghost-written stories and revisions: The Horror in the Museum and Other Revisions.)
If you look at the credits for each of the publications for The Loved Dead (for example) you'll see that in every publication only C. M. Eddy is credited. The ISFDB will display this credit as The Loved Dead • shortstory by C. M. Eddy, Jr. and H. P. Lovecraft [as by C. M. Eddy, Jr.]. This is our method of indicating 1) who wrote the story and 2) who was credited in the publication.
This also applies to the three other stories I listed above. So, you're correct when you say "no where in any publications has they been listed under the byline of Lovecraft and Eddy". Our records agree with you, with one exception: "Ashes" was credited to both in this publication. In all other instances, we show only Eddy was credited. I hope this clears up the matter. Thanks.
